Dean, this issue is unique to data centers because of the high load behind a protective Uniteruptible Power Supply. The load trip didn't result from the frequency excursion, the load trip caused the frequency excursion. Then the load stayed on UPS because frequency was off nominal.
The load tripped to UPS because the line fault depressed system voltage enough to trigger protection. The voltage depression only lasted until line protection tripped the line. The UPS has a several second delay before returning to normal, by then frequency was high.
